623 U.S. banks fit the small banks definition, holding $37.1B in combined assets. The cohort posts an average Bank Health Score of 68/100, with a Tier 1 capital ratio averaging 17.46% and an NPL ratio of 0.93%.

What Defines This Tier

Small banks — under $100 million in assets — are the long tail of U.S. banking: thrifts, savings institutions, and tiny community banks often serving rural or specialized populations. Many qualify for the simplified Community Bank Leverage Ratio framework. Because their balance sheets are concentrated and their capital base is small in absolute terms, even modest credit shocks can move ratios materially quarter-to-quarter — but they also tend to run conservatively, with high capital ratios and low leverage.

Strengths in this tier: extremely conservative balance sheets, very high capital ratios (often well into the teens), and direct accountability to local depositors. Their small absolute size makes them easier to supervise and easier to resolve cleanly if needed.

Risks to watch: extreme loan concentration (a few large credits dominating the book), lack of diversification across product lines, and key-person risk in management. The flip side of conservative balance sheets is that small banks have less margin to absorb a single bad credit. Earnings can also be lumpy quarter-to-quarter from a single loan-loss provision.
